It's not exactly like having the Shining, since he's not seeing ghosts, but not everything he sees is actually dangerous to him. And now at least he has some support- but they want Vic to fall under the sway of the glamour like his father, who for all intents and purposes is a “dud” Marlowe. I don't think it's exactly a secret now (to the audience that is!) that Marlowes have been hunting monsters for generations. The Marlowe family is not the only one either, as indicated by John a few pages back. These are also the same folks he said he was going to get in touch with to look after Vic.
So about this guy Blaine is obviously associating with who will totally stage a pill-overdose and impersonate the former Dr. Smith to get to Vic… who is he? Well we will find out in the fullness of time, there's a small indication to his identity but I'll just wait and see if someone calls it or not. Dr. Smith on the other hand- his generation is responsible for the Ixzerites like Vic's mom, his was the generation that directly descended from the surviving Ash Circle cult members (the ones that attacked the mercs and hunters)and had their own thing going on… The nurse who turned on the radio is an Ixzerite. Kim Marlowe's friend who recommended the health center? Ixzerite. Most aren't even aware being an Ixzerite is a thing– they just feel compelled, nudged, to do things that happen to serve Ixzerit, and it just feels right.
