@hkmaly: The sun is only fusing hydrogen right now. When it starts fusing helium, if will grow into a red giant in a few billion years. It does not have the mass to start fusing oxygen, or probably even generate it. It needs a larger star, at least 1.5 solar masses or so to make it and about 2 solar masses to use it to make elements with larger atomic numbers.
EssayBee: Actually, the mass of oxygen is 16. 8 protons, 8 neutrons. The atomic NUMBER is 8. (Alternatively, look exact numbers on wiki: average oxygen mass is 15.9994, hydrogen 1.00794)
@algeya: yes, but the level of heat and cold needed would be phenomenal, and I haven't seen anyone on the bad guy's team with that level of oomph with either one of those, let alone both. Not saying your wrong mind you...
but if he uses cold and heat attacks at the same time she could not stand a chance since that would tear her molecules apart, but that guy would need a high level to pull that off
Al--I think he's looking at the approximate masses of the elements and how they compose the molecule. Hydrogen has an atomic mass of 1 and oxygen an atomic mass of 8 (where he got the 1/9 value for hydrogen from, I suspect). Still, as you point out, there's 2 hydrogen atoms, so it'd be a 1/5 hydrogen composition mass-wise. Still, the core of hkmaly's argument is accurate.

Water is 1/9 hydrogen 8/9 oxygen. Both of those are fusing in stars. So yes, Kid Apocalypse FAIL. If she throws those ice cubes back (fused) he will be vaporised along with big part of wall ... so, be careful, Fusion :-)
