Oookay, a week late. Sorry! Been in basically a constant dazed tired state still from anti-depressants, so it's been a struggle to get any work done!
But, anyway, yes, Cian does magic! We've seen that glowy thing on his arms before, a few chapters back when he first showed up (although, in that case he was more just doing it for show!)
