Hmmm ... most phones are technically capable of syncing using GPS, using NTP and using NITZ (which ties to towers, which can get the time using NTP or GPS). Let me guess: usually the NITZ is used because it's the least precise of those three.

Phone services usually sync to an atomic clock. However, individual phones usually sync to individual towers, which has been known to cause deviations in time keeping.
