Smoothly--By virtue of being fused to Bob, Fusion's had an intuitive (almost instinctive) ability to control her powers since she first got them (as was hinted at in this page of "Crossoverkill": http://www.theduckwebcomics.com/Crossoverkill/5368634/). True, Bob doesn't exactly give her instruction, but he does teach her, in a manner of speaking, when she fails to grasp the extent of her powers (as in his lesson on navigation and speed on pages 15-17 of Fusion #8, starting at http://www.theduckwebcomics.com/Essay_Bee_Comics_Presents_Fusion/5441750/).
Interesting, good job Bob's not a "big eater" given Savunn's other commitments then lol :) He also doesn't seem the most willing symbiont in terms of helping her understand her powers, but who am I to second guess trans-dimensional beings' methods? :P
Fusion's powers don't allow her to create EMPs. Her power conversions are generally confined to simpler forms, such as general kinetic energy, simple light, and heat. (She may be able to do more, but that's what we've seen so far.) She can't create or manipulate electrical fields, and the harmful radiation (gamma rays and such) is consumed by Bob (it's his food), which is why there is no significant residual radiation from her powers (which amazed Dr. Electric back in Issue #2). However, being a no-kill hero, you can bet EMP is something Fusion wishes she could control.
Of course if they roll in the ground vehicles like tanks, it would be easier for her to create a directed EMP blast as the nonlethal solution, there not being much in the way of civilian electrical anything, means no collateral.
