Monty says he "stole the plans from an old starship". When did this happen?
I'm assuming that the starship technology originated on Terra (magical misfits), and probably descends from Wheels' stuff, possibly from More Room. What is Wheels going to if he finds out about this? Or actually, now that Lan has moved on, does anyone else crossover to that world? Boo? Diazy? (probably have her name misspelled).

Mhalpern: Sadly, we already know how to make sure that "partial decryption" isn't possible. We can in fact make a decryption key spread out such that you either can, or cannot, and you can't do a partial.
The easiest way to do this is some kind of "raid-like" message. With enough parts, you can recover the whole message, and without it, you cannot.
"you as a person have to decide"? Nope. West vs East, or North vs South, government. Middle eastern vs everyone else? Liberal vs Centralist?
All we can say for certain? Getting a spaceship will be something that USA + China would agree on. Both want it, both have a government that get copies of all emails, it would be possible for them to do it without getting Russia involved (unless Monty was careful to be very non-random and force all three sides to work together), ... and whose to say that the magic 26% isn't spread among the muslim and the north vietnamese?
Does Monty understand human politics that well? Geez, he'd need someone human, that knows star trek and world politics, to have any chance to make this work. Where would he find someone like that? :-)
He didn't say if there were duplicate files sent, there probably are, NATO would probably be able to get most of it, and it is likely that a few countries will manage a partial decryption, enough to verify authenticity, not enough to be useful, an AI is organizing the Data spike, managing that much should be doable

The immediate result: People fishing (phishing) through mail boxes, trying to gather an unknown number of messages.
And the worst thing? No nation trying this has any proof that it really exists/will happen. Maybe even after getting 1,000 of these, they are still unreadable when combined. Is it because they have not yet gotten enough? Because the decryption attempts are bad? Because they are just random gibberish and will never decode and this is just a lie?
Going after Monty still looks like the better choice.
Stealing enough emails to "win" is the obvious number 2 choice.
And, between USA, China, and a few other government spy systems, the individuals can't keep the government from getting all the copies of the data needed. Got one in your inbox? Even if you hit delete, your government got it as well.
So, with 1 billion in China, another billion+ in multiple emails per person in the USA and Europe, ... (cont)
that's one way to try and get people to work together but it may lead to a hackers race to se who gets the most first and what country will pay for to the hackers to get it
