id figure sally would be more inventive than just tossing some meat into the water... i envision her beating him nearly to death with it to put blood into the water, then feeding it to the sharks as an appetizer before the main course.

I agree with Darius Drake in that fish blood (or even fish chum) would be a better way to attract the sharks. But this is Sally here. She likes doing outrageous things to kill her target (much like Steve would do). Well played, Sally.
