Sally probable figures a warning shot would look better on the paperwork. That and maybe she's just amusing herself with brown, seeing how dumb she really is. And considering that she thinks a simple demon will make her an all-powerful goddess, she is pretty dumb.

You know, for witches they certainly haven't researched any of the lore on demons at all. They probably would have stumbled upon a chapter or two about how incredibly untrustworthy and single-minded they are.
