If Steve hangs the curse on the pirates then he'd be guilty of keeping them alive, and all of the problems that he solved by loosing the Mariner would come back... besides steve is into ironic DEATH not ironic "living with it".

It makes sense. The curse is to live forever and wander the world. But it's linked to the albatross. So Death could switch the curse to another... and let the original bearer die.
