You have no idea how many theories I have come up with already because of Vorn, I am inclined to say he isn't so much gambling with the priesthood hierarchy but goading them, Fox Fur showcased the shortcomings of ALL of the priesthood, not just the Arc Bishop's niece there was little reason to single her out if he didn't have an ulterior motive. That motive may be related to him being a Drow and therefore very likely to have second sight, as well as being as experienced of an individual as himself. I believe Wayfinder dropped a clue as to that motive in the last page.

On a lighter note, Fox Fur's empathy (assuming that the telepathy doesn't extend to non-dragons and riders) isn't really helping her here,as for her eyes, it happened when they were healing Jenny's spine using the "Bear Soup" I believe, one page she had normal eyes, then when herself and Lana (Pillow Talk) where working on Jenny both their eyes where glowing, then on the next page (Bad Advice) Foxfur's eyes were still monochromatic.

Vorn's gambling that the money is worth more than keeping Wander's order from rising. You don't need second sight to see that this will only bide him time, basically until a decision is 'officially' (the decision is already made) made by a handful of the higher ups. The part that worries me is how far will they take their resolve, they have the power to do some pretty horrible things and for the most part, get away with it. Doesn't matter where they decide to do it either, they could pay off the local authorities, if they don't accept the bribe they could just force all priesthood members to leave that territory, the one place Vorn will be safe should their resolve be a lethal one is the institute. Then again that's assuming he WANTS the protection, Wayfinder said that the priesthood needs to get better at what they do, Vorn likely shares similar views, but he is experienced enough to know that there needs to be serious damage to the priesthood's image, for change to happen.
