For those of you who don't remember, the flaw that Zoro took was called “Super Directionless”. This flaw essentially acts like a random teleporter where you have to roll a d100. The flaw Luffy took was called “Extreme Directionless”. This is a more severe version of the ordinary “Directionless” flaw, but a step down from “Super Directionless”. The “Extreme Directionless” flaw dictates that the PC not only takes a more severe penalty to survival checks, but they also cannot travel to where they want to go unless they “take 20” on their survival check even with the help of a compass or map.

Hey, Ruffy isn't directionless, he's just convinced that he has the ability to tell compass directions by temperature fluctuations. . . By the way, good call making his Int score "unknowable".
