Martial Artists in this comic's game system have an alignment restriction similar to that of a Cleric's.
Alignment: A martial artist must have a chosen alignment at 1st level. A martial artist’s alignment must be within one step of this chosen alignment (that is, it may be one step away on either the lawful–chaotic axis or the good–evil axis, but not both). This chosen alignment will usually be the alignment of the martial artist’s teacher.

Shanks never trained Luffy, merely inspired him. (LATE STORY SPOILERS HENCEFORTH) Luffy trained together with Ace and Sabo when they were kids, and Garp occasionally beat the shit out of them for wanting to become pirates. Storywise they taught themselves. But if they needed a trainer of sorts, it would be Garp before anyone else.

Wait was Shanks Luffy teacher or was Garp? I'm guessing Garp cause Shanks is also chaotic but Neutral Good definitly fit Garp, even if hes a marine he like to bend the rules for the greater good. Also Shanks is a swordsman while Garp and Luffy both fight with their fists.

The one problem with that setup is that if either one of them went to true neutral they could potentially fit in. Now, it seems Luffy is chatoic- to the point where he'd end up chaotic neutral rather than true neutral if he went towards TN, so that wouldn't work. However from what we've seen of Kuro/Kurahadol, he could easily fit in as a TN Kurahadol if he ever learned to control his Kuro personality. Besides which, if all you know about a campaign is that the players are pirates in a setting where pirates are the bad guys, I think you can be forgiven for making an evil character- even if you've seen them playing a while as DM has. Just so long as you're willing to reroll a more fitting character when your current one doesnt work out. Hell, any time a new character enters a campaign, it needs to pass the GM approval test, as well as the IC Acceptance test, else risk becoming a villain- recurring as an NPC or otherwise.
