The other two villains will just show up next comic. I felt Zod, Green Goblin, and The Joker (to a much lesser extent) needed a little prod (literally for Green Goblin) to join Ra's Al Ghul's Sinister Six.

Nor did it end well when Black Mask hired him later on in the same comic/movie. (I've both read the comic and watched the movie and love both of them. One of my favorite animated Batman movies.)

In Under the Red Hood Ra's hired The Joker to distract Batman. That did not end well.
