actually, you are both wrong, Tiki Mail is what PQ's use to be called on DD, and when it say's "this user cannot recieve Tiki Mail" it is saying that the person is under 13 and therefore cannot recieve PQ's, it's child protection laws or something to talk to the person, just have them add you as a friend, and leave comments to talk on each others profiles
