I didn't put the step “Now paste from MS Paint onto Photoshop”.. but you should be able to tell since I used the MS Paint Icon thing for the selection tool.

most of that was Photoshop. To resize in Paint just follow his rules up the the BG thing then click strech and Skew. Remember, only resize in multiples of 00% For example: 200%x200%
