Well, first of all, you'll want to invest in something called a Graphics Pad (also called a tablet). I highly suggest starting off with a Wacom Bamboo. Wacom is the company, and they're known for making quality tablets. The bamboo is only about 100 dollars, and you should be able to find one at Best Buy, or you can order one online.

As for a program, I suggest getting some version of Photoshop. Unless of course you don't have the money to invest in that (it's pretty expensive). But you could also get a freeware program such as the Gimp, or Paint.Net. Both of which are free. I've seen people make some pretty cool stuff with both, so it really doesn't matter.

Hope that helps! :D

I strongly recommend using GIMP, it has all the functionality that I need to make my comic, and once you get the hang of it, it's fairly intuitive. You can't do a lot of the fancy things you can do with photoshop, but the average comic doesn't really need to.
And yeah, ask for a wacom tablet for your birthday. It doesn't just make it easier and less frustrating then using a mouse, but it also gives you pressure sensitivity, which really, really makes a difference.
