Ah, that makes sense. She pulled a prank on the poor pookas. It's interesting that the reason Elves have had such an easy time catching them is because their magic (shape-shifting) can be defeated with the collars. I imagine the collars are useless against something like summoning fire or sending an army of evil dea-err zombies after them. ;)
