Cora knows that if she is going to have a chance at a 'legal' victory, she has to have irrefutable evidence and an identifiable defendant, with power and real crimes, and she needs irrefutable evidence against them, remember you don't have to be alive to be tried in court in real life (its frowned upon except for the worst offenses however), and she needs to get the pooka case in the courtroom somehow. Needless to say she knows the game, because it's her job to know it.

@Katzen, yes but Cora would have recording devices for her defense if she has to take someone else's life, not in-case she dies, if she were arrested she would be seeing at least one life sentence, death would be out of the question, she knows people who can rectify that inconvenience, You can have contingencies acted on in the event of death, but if you are convicted, those contingencies are usually voided.

Also Briggy isn't just a ghost I don't believe, she is like Whisper Song, she is a spirit like Whisper Song, cappable of entering and exiting the realm of the dead freely, the enchantments on that bottle would only make that a bit more difficult, but not impossible especially not at an old cemetery, where "it gets easy to cross between worlds" she's probably out already, and Cora is a lawyer, she knows to carry a recording device on her when she could be hunted framed, doesn't she?
