There's actually different werewolf types throughout lycanthrope lore, and that goes the same for this comic-verse, so Charby assumed that Menulis here was one of the variety that voluntarily changes (and just likes being a wolf all the time). Those sorts *tend* to have more control over their beasty side, so he really didn't think twice about the moon having any effect on him. Surprise! It does!
