Hmm ... friend or foe? Let's see - she is: 1)capturing criminals and leaving them for the cops 2)& maybe even killing a few of them. Well, OBVIOUSLY she is a FOE to the entire world - she's just taking out all the criminals to make space for herself. Duh ... :-)
