I don't think the law is strictly 'Danger=(1/clothing)', as a nude would be utterly dangerous. More 'danger=1/((practicality of worn clothing)*(how reveiling the clothing is))' As a 2 piece bikini and some stockings made from ripped formerly modest clothing is more dangerous then a unitard.
