or a rider who can fly on their own, but this dragon seems to be made of hard light or something with similar characteristics- also doesn't seem to fly but rather run exceptionally fast and leap very straight, such normal space/time acceleration that she can't be mounted safely even if she was larger.

I guess only something like a fairy could ride this dragon. Unless he still has a growth-spurt ahead of him/her.
