Ogre Bos has been pretty consistent in trying to get information regarding the Institute and allies (and likely others) without overtly doing anything that would cause them to see her as an enemy, just a sometimes annoying neutral party at worst. She probably runs a protection racket but considering how dangerous the Mall can be, with no one really claiming sovereignty over it and only small groups like the Stars of Paragon acting as defacto law enforcement except for when VIPs visit and bring a security detail to assist, such schemes have a place in reigning in chaos. Bos is an information broker, and an intermediary between those who want dirty jobs carried out and those who do them, her niche depends on various factions not getting a decisive hand, but she's no fool, in the long run she's better off if the institute wins, because while the institute may crack down on her business, if the high elves win, she will no longer be useful to them and will be eliminated.

Bos is a crime lord, not an idiot, though from what we can tell they mostly deal in information trade, yeah she has her enforcers to secure her territory, hardly unusual for such to get quite friendly with the good guys, as it can be mutually beneficial

Bos has been quite consistent, you jeopardize a potential contact or asset of value, and you become a "favor" said contact owes her for, and information assets are much more valuable than several low level enforcers or a high level enforcer.
