Basically you goto the current layer, then goto filter>blurs>motion blurs.
So like for the heracross layer, you'd just have to do that. From there you know, modify it to your liking.
The panels feels kinda claustrophobic, make them bigger. That way we get a more natural feel of things, rather then the comic feeling really dense in little tiny panels, where the speech bubbles don't fit.
You should have tried using motion blur on heracross when it used headbutt, would have looked more neat.
