The way I saw it, Trump saw the swamp as dirty, and tried to see if he could turn it into a garbage dump. I mean, Hogan's probably more accurate, "draining" the swamp, replacing it with an environmental certain disaster, and then giving it off to someone else to deal with the issue, but he most certainly wasn't trying to help anyone but himself. If he was, I wouldn't be wondering if the US is most of the way to a civil war.

I would rather say the idea for draining the swamp was obviously to lead the drains from a metropolitian sewer plant and a nuclear plant be directed into it, then setting it all on fire and setting up office in the smoldering radioactive remains, getting as much dough out of it as possible, then leaving the cleanup to the new caretakers who have to deal with the mutated inhabitants left to roam at will...
