Pardoners are sadly not unstoppable. Yes they can pardon, but not themselves.

Because it is not yet fully functional yet. Give them some time to iron out the problems the cropped up. (It seems that the original coding was made by an amateur and he did some pretty funky stuff. The biggest problem they had with the move was untangling all his coding.)
