It is easy to understand.
You make a comic, and you want to make strips for somebody else's, or have somebody make a couple for yours? You call this guy.
It can be a guest artists week, a crossover with someone, filling a gap when you're on vacation, whatever (or so I assume).
It seems to be a very great idea actually, good luck with that!
