Actually the Mayor and Pardoner have been tense in past games, suspecting the other. Hopefully that changes this game. But perhaps the Pardoner is collectiong to roles, and if he trusts our Mayor, will give them to him? And if you don't send Ninja your role, I am sent to find out myself.
