Install pattern into your photoshop
Open a separate window for your screen tone edit>fill>use: patten>custom pattern (desired screentone)
Drag the screen tone into your drawing

Set your art above the screen tone on multiply, screen tone on normal

Free transform the size until you have the desired effect (control – T)T

Take your eraser tool and begin to erase to show highlights

Adjust the brightness or darkness of your screen tone layer
