Divine Intervention!

Waaaaaay back in chapter two, Jessica's mother Betsy died. She was a good and kind soul and was taken to a better place. Maybe it was fate, (Or maybe Steve was drunk and got the destination mixed up.) that Betsy's loving soul was delivered to the Goddess Jenna of the Magical Misfits realm instead of to Gaia.
One can only imagine the conversations the Goddess and this kind soul had. But questions nagged at the Goddess's divine consciousness… “What is the realm like where this timid soul had come from?” “Had her murderer been brought to justice?” What of the fate of her daughter, Jessica?“ Whom is this Toshubi that she speaks of, and is he protecting Jessica as she had hoped?” “What does Jessica need protecting from?” Eventualy the questions became too numerous and weighed too heavly on the Goddess's mind. She had to know what was going on there!
With Betsy's help, she made the journey to the realm that Betsy had called home while she was alive. What the Goddess saw made her weep. Famine, war, cruelty, rape, and murder seemed to run rampant in this world. “Th-this is horrable!” Exclamed the Goddess. “How is it that the leaders of this world are either too corrupt, too afraid, or too powerless to make this realm a hospitable place to live! This is INEXCUSABLE!” Exclaimed the Goddess.
The Goddess was interupted by a hand on her shoulder. “This is upsetting you, we should go.” Said Betsy's kind soul. The Goddess's anger faltered, “No Betsy. I refuse to be apathetic in the face of such wrong doing.” The Goddess took Betsy by the hand, “Let us go and find your daughter'sgaurdian and see if he is doing his job.” In a rush of wind, and the blink of an eye, Jenna stood within a throne room filled with the gore of a gruesome battle. Bodies and blood strewn all about. (Steve would be busy today!)
At the other end of the room, A lone white furred mouse in black togs and bloody hands walked into an adjacent hallway. “Th-this can't be the one that Betsy entrusted her daughter to… could it?” Jenna turned to see Betsy. Her face was one of shock. “I'm sorry Betsy. It seems Toshubi is nothing more than a murderer.”
“Y-you're WRONG!” ExclaimedBetsy's distraught soul. “ When I looked into his eyes I saw only kindness and sarrow. There has to be a reason for all this!” The Goddess decided to look into the matter more closely for Betsy's sake, following the blood stained assassin into the hallway.
The assassin had walked into a trap and soon found himself in a stiuation most dire. The Goddess took advantage of this opportunityand read the moments of the assassins life as it flashed before his eyes as he lay dying. “Now I see why you are who you've become.” Said the Goddess. It was at that moment the Goddess made a forbidden choice, and crossed the veil that separated the mortal world and the spiritual world and intervened with the assassin's doomed fate. “Sometimes you have to break the rules enable to defeat a greater evil.” Said the Goddess under her breath.“Forgive me Hogan, but I have to do this!” Thought the Goddess, she then spoke to the assassin's soul…
