Honestly, I kinda hate the typical "chainmail bikini" stereotype. I actively avoided that with Jill, and went for a more practical look, as far as a medieval warrior/barbarian would go, without sacrificing the "coolness" factor. That's why the only skin on her that's exposed is her face - it didn't make sense for a warrior to have tons of bare skin. And as far as showing her chest and abs: that's not skin-tight clothing, but a type of armor referred to as a Muscle Cuirass or an Heroic Cuirass, typical in the pre-Christian Mediterranean world for nobility. Later examples were bronze, iron, or even steel, but early Greek examples would often be hard leather. If you look at just under her belt in the front and back, she has plate shielding - that's attached to the cuirass.
What bothered me is that a breastplate looks great (thus why 2 of the characters are wearing them) and is the best Medium Armor, but slows you down if they're not made of Mithral - and since Jill's low-level, she can't afford a Mithral Breastplate. A chain shirt would be good for her level, as it's the best natural Light Armor (+4 Armor/+4 Max Dex bonus), but chain shirts are boring and usually covered (Greg/Loge wears a Mithral Chain Shirt under his bodysuit and vest. Hide armor befits the look of a Barbarian better, but has the same armor rating as a chain shirt and the slow-speed of a Breastplate - the worst of both worlds. So a compromise I made to myself was to ad-hoc the rules and make something in-between: a Leather Muscle Cuirass, which is +5 AC, +3 Max Dex, 30 speed - a worse-but-lighter version of the breastplate, and have it be almost as expensive.
As for Kyrie: She WAS intended to be impractically dressed. She's based on a friend's character, who was basically a cabaret girl. Kyrie's actively meant to be fanservicey, as she's Charisma-based and dances to get money when not adventuring; it also plays into Steve playing a "Mysterious Stranger" build and maximizing damage by using both his Dexterity AND Charisma scores. She's half-min-max, half-fluff.
