It would be unlikely that the President would stay in the White House initially in a nuclear war. They'd get him in Air Force One, and fly him to NORAD headquarters under Cheyenne Mountain, which is relatively atom-bomb proof.
Then they'd have to cope with Nuclear Winter, which could play havoc with the parts of the echosystem that hadn't been rendered radioactive, for years to come. Like the Norse Fimbulwinter, except Fimbulwinter came before the final conflict, not after.
