This is sort of an Old Guard/New Upstarts thang. The Sisters of the Twilight are two eons-olds entities, enemies of Mindmistress. Their rather 3-D-ish appearance has to do with the fact that they exist, simultaneously in more than one reality. You can find out more about them here. The Smiling Man is more powerful, the Sisters are older and more experienced in multiversal matters…
They regard him as a useful upstart…extremely powerful, but still green and inexperienced. He regards them as useful sources of information and allies, albeit horrors, and he's never, EVER, going to turn his back on them.
Name-dropping time. The Sisters have obviously encountered Ringo before, and he had help sending them scurrying, eons ago. The guy in the green jester's uniform is the cosmic entity The Gamester, from GENERAL PROTECTION FAULT copyright Jeffrey T. Darlington and used both under the terms for cameos in GPF FAQ and after personally consulting with Jeff. Ringo and the Gamester are NOT of the same race of multiversal entities, but both Ringo and the Gamester guard against intrusions across dimensional barriers. It would be remarkable if they didn't know each other, since they're so similar in outlook.

This is a pretty ballsy move, even for the Crossoverlord. Of all the villains he's acquired, the Pandimensional Sisters of the Twilight are certainly the most dangerous.
