Well, Starman's basically the main character of this strip and Megaman's trying to take over the world, the net being the world because there are no humans in this universe and the net is the “Real” world. Chips still exist here, but they are actually owned by the Navis and they use them at their whim. This is all driven by a plot… err… at least for all I know at the moment. >.
