mhalpern--I'm not sure what the exact measures SAS has in place, but calls made to Savunn's cell phone are bounced through towers that Conroy Tech has helped design, which then secretly route an encrypted signal to a SAS satellite while it continues to send "personal" calls to a "local" receiver (in Monstro City or Atro City). Basically, personal calls are split in transit, with an easily traceable signal that continues to a local receiver and a secret, encrypted signal beamed directly through SAS/Conroy Tech-owned satellites to the actual person. Savunn's answers are then sent back through the satellites to the local tower, where it transmits back to Shane.
even so Shane isn't, he's using standard lines, and I am willing to bet someone that is not SAS is monitoring that satellite, or at least is monitoring all signals in and out of Darmar, regardless of type, that is a military job that has been increasingly important since radios were first used for communication, even if her's is encrypted his signal to the satellite isn't, and I'll be damned if that call wasn't flagged even if it wasn't tapped

should have let it ring the full way, (don't have phone on you at time), not many people would be transmitting any variant of cell signal in a warsone, let alone 3rd world country, this could make it hard for her to keep her secret life secret...
