nyysjan--True, but getting to other refugees could be really intrusive and draw all sorts of attention to herself. The reason she found this camp so easily was because Riveter gave the MGRS coordinates of the camp back on page 14 of Issue #8 (http://theduckwebcomics.com/Essay_Bee_Comics_Presents_Fusion/5441749/) and Bob explained the ease with which Fusion could find her way to those coordinates on page 16 of the same issue (http://theduckwebcomics.com/Essay_Bee_Comics_Presents_Fusion/5441751/). Any other camp, Fusion would have to actively search for. Plus, the situation where Fusion intervened was a case where an attack was imminent, so she was able to drop in at exactly the right time to witness an attack and stop it, making her a defender and not an attacker.
Fight a war? no.
But she can escort more refugees out of the country if she chooses.
She can stop the people terrorizing innocents, even if those people would immediately be replaced by others.
Any number if things she could do, if she chooses to do them, and decides that it is worth it.
