Stig Hemmer--There's a reason he's keeping his mouth shut here (and at Brooder's request, no doubt), and I think you're right on mark as to the reason. I expect to hear more about the Captain's thoughts on this matter in a later issue.

Well, I always wondered how Batman would handle international diplomacy. Kinda like how he handles interrogating criminals by dangling them off rooftops, I suppose. ...er um, I meant Brooder, of course, of course! ;)

He certainly make sure to look like he means business. Nice close up in the last panel, that really emphasize the threat.
