Facial recognition for Brooder might prove tricky. Brooder doesn't get photographed often, so I'm not sure of the quality of photos average folks could work with (although the military and Edward Lord undoubtedly have some good footage of him). Plus his cowl would only allow the basic shape of his eyes and mouth for analysis. Many other facial identifiers (including basic shape of his chin, jaw, and cheeks) are hidden. Not sure if the eye paint would cause problems for the eyes. Also, there's a good bet Brooder has some protections in place for many heroes embedded in the code of major facial recognition software. If you can keep a secret . . . A big part of the Black Members project is obfuscation and counterintelligence, including cyber projects--but you didn't hear it from me!
Hkmaly if you have video with enough relevant frames and quality (more data points) a really good computer and a good artist, you can enhance an image, given enough time, if your recording medium is non-digital, there's a good chance that you can enhance it, as you can record more detail information in an analog format (of course usually that information isn't considered useful, but this is one exception) you can't do anything if the information isn't there, but if it is there, its possible, the usual depiction of simply changing the resolution wouldn't work, but in very specific circumstances it is possible, at least to the point of narrowing down the possible suspects, doubtful it would be sufficient for an ID,

That's what the facial recognition software was made for. Unlike the photograph enhancements, this can really work.
