So the strategies I attempted to create contrast were as follows:
1. Make the foreground elements with a thicker border.

2. I tried making the far background just colors, so they were borderless

To me. This page could have been so much better if I concentrated on making black and white contrasts. I was really happy with the composition (lots of action!), but it looks really messy with all the white outlines I did with the hair.

At this point of my life, I really didn't have a good concept of using blacks, and used a simple technique of outlining forms with a white border. I did it in everything, which hurt the drawing.

I recently read a book called Framed Ink, by Marcos Mateu-Mestre, and this helped me a lot beginning mid chapter 20. Really, a great book for those having the same art decision problems I do.
