You're right, but they're curious pranksters. Half of the time they want to learn about another race or planet and another time they want to screw with their heads and the two aren't mutually exclusive. Plus, the whole Heisenberg Uncertainty principle.

It occurred to me that the Tarians could get a willing group of humans if they put their minds to it, and without evening stealing a building in the middle of a city. The internet makes it easy. You could gather people from all over and some of them may even have the skills needed to survive on the wilds of another planet. I get the feeling this building won't be very useful without power, gas, and water on the other planet. I'm guessing it has elevators that would become useless.
