That first panel pretty much explains what happened to Otto's mom.
Otto's still a little neurotic even though he's had help. Makes one wonder what he was like at the height of his issues.
Oh! And it may seem like I'm inserting an anti-TV message here, but I'm not. These are just Otto's issues.
I watch plenty of violent TV believe you me.
