Yeah, that's worse than just shooting him. But the point of having a broken prisoner with too big a burden is having him unload the burden before offing him.

Indeed! But I think Seth let his hitman side talks louder here and killed Joe Viccini to gain time in this war. If nobody knows what happened to the twins, the Viccinis could only point the finger at Gambini family and they wouldn't take the blame. Still, there would be a big chance Joe left alive if he had begged for his own life.
