to be fair, we've only ever seen him reap people who were giving him grief or were just plain not good. Also, undead. It's not to say that he doesn't reap good people in a gentler manner.

the job of the grim reaper is not just about killing people. it's about making sure that everyone can and does die eventually. and i don't think that any one has become immortal since Steve got his job.

well like InsolentOne said, this seems to fall in his job description, she obviously wasn't on the list to be reaped (otherwise the other reaper would have done it already), and like he said, she merely had her soul stolen, he didn't technically kill her.
