Riley its not just who CAN mess with time its who can do it without keeping themselves from changing whatever they changed in the first place, make it appear as if nothing changed until AFTER the point they went back to change it. The trick is when an event is very close to home that is when one needs to be VERY careful to make it appear as if there were no difference made at all hence why it OBVIOUSLY wasn't Summer who would "put the end of the story first" who ever saved the Seeker put the end of the story at the end and replaced her with a look alike most likely...and whoever it was was VERY precise.
