My assumption is that it was worked into the design of the library and run out of mana a while ago, needing an "expert" like Swabby (who I'm assuming to have a natural talent in Rune Magic, particularly Ancient Rune Magic) to reactivate them. This means that they have been dormant for a long period, but will likely help maintain the library now that they have reactivated. And the others might now reactivate automatically due to the ones Swabby reactivated.

Problem with that is that the library is heavily magical, most likely they maintain the portals that Bob doesn't make himself and keep the books and scrolls from rotting or the ink from fading, so they probably take abiant magic, if Swabby powered that many she would be physically affected, so one set is a perception filter, and the rest are something else, they could be always active or triggered by the perception filter failure, in which case its likely some form of defense system and that can be bad

Unlikely, bombs are generally simple for whatever principles they operate on just with more and/or higher quality of the power source and less controlled rapid energy release, if the runes are all over the library then they preform a more complex task if it was one big rune then it might be a bomb
