Seven seems about right for the minimum number of people needed to sail a ship that big 'with maximal efficiency', while it could probably get from point A to B with a crew of one or two - a skeleton crew. I don't know what the word for the former is, but "watch" sounds legit.
@Kageyasu: Now thatyou mention it, it looks like Rika will need SEVERAL character sheets one for each of Choppers forms. Or a premade Zoan template. That could be a thing too.
I mean it is kind of obvious that Chopper was the ready made option for a player who likes to re-roll their characters at the end of every arch. I mean what is better than being able to re-roll your character during the arch itself?
and yet, the Merry operates with just barely more than it's Watch for a massive extended Voyage. Most ships can only manage short trips with a "Skeleton Crew." A "Skeleton Crew" is the actual term I believe you are looking for, not the Watch. A Ship's Watch more accurately describes the part of the crew assigned to the Crow's Nest and other lookout positions.
Actually, the Compliment includes passengers and soldiers for extended voyages (so it's more of a maximum). The Watch is the minimum number of crew members needed to sail around without penalty. Having less than Full Watch means the DC for navigation checks increases by 5. Having less than Half Watch increases it by 10. Less than a Quarter Watch increases it by 15. Nami's navigation is high enough that she could probably sail the ship all by herself. :p
does it bother anyone else that the crew compliment is 30 people, when the Straw Hat Crew at best has 9 members (and that's counting someone they don't get until after the Going Merry is decommissioned)?

Except Chopper isn't the typical Zoan. He kind of broke the mold.

Zionixion, you're only just now realizing this?

Calling it now, Rika is Chopper...

There's a "Shh" in the last panel that doesn't have a speech bubble.

Ohhhh, that explains a lot. Thanks DT!

I can only wonder what the Thousand Sunny's sheet will look like. Probably jawdroppingly awesome.

I find it hard to believe that the Going Merry can actually hold a crew of 30 and still be function-suitable.

Rika playing the Going Merry, now that would be a twist I didn't see coming. (don't do it)
