The laugh makes it pretty obvious that it's Margaret. Also I'm surprised Brotagonist didn't lean over to Margaret and say something along the lines of "WHAT THE HELL DO YOU THINK YOU'RE DOING?!"

It's Margaret. It is confirmed in the anime.

I never had a doubt it was Margret. She tells you stories in the Velvet Room about how as kids her and her sister used to tell stories about the long nosed whatever. Igor's some kind of legend, so she borrowed from that image to sneak in there. And for sure she knows about your social links, she's always watching you! And the laugh sounds absolutely like her. That's what made sense to me, anyhow. I've been wrong before. xD
