I'd assume this isn't what anyone expected. Sometimes I like to try to surprise people with odd twists.
Annie's bra in panel 7 was complicated. I'm not sure if it's too big, or big enough, or whatever. It's kind of the punchline of this page, so it had to have the right impact.

@Nutster That assumes that she's taking them to wear them. It's pretty unlikely that the underwear of one random woman would fit another. Yeah, I suspect that if Annie was wearing it, it probably wasn't a great experience. It is slightly possible it was just in some kind of gear bag (maybe she was dressing in workout clothes).

So they are also looking for a ghost of the wrong gender. Some of that stuff will never fit that woman. Mind you removing a bra from a big-breasted woman who is expecting the support will be quite disconcerting.
