Hey, this is a response to your PQ you sent me. DD wouldn't let me PQ you back, so you can just report this after you read it so that I don't mess up your comments.
I usually use a combination of Paint and Photoshop. I use Paint to make custom/edited sprites and for putting the panels together.
I use Adobe Photoshop CS2 for all the effects, speech bubbles and for putting everything together.
