It looks like you have photoshop. Never resize anything there. Do all your resizing (Unless it has to be done at an unever integer) in Paint. Use the Stretch/Skew command (Ctrl + W) and only resize at multiples of 100. Never anything else. Then, after that, I'll assume you know how to use the *Eraser tool.
